PPTP VPN - Error 651 - Confused!!

Can someone help me please?

I have two laptops both running Windows XP with SP2.

On the first laptop, I have a PPTP VPN configured which works
perfectly.

On the second laptop, I have the same PPTP VPN configured with exactly
the same settings but I receive 'Error 651: - The modem (or other
connecting device) has reported an error' every time I try to connect.

I am using the same username and same password. I am connecting from
the same place to the same place.

I think I can make the assumption that the issue is with the second
laptop but any advise as to where to begin troubleshooting would be
very much appreciated. Thank you in advance.

Assuming both computers are VPN client and access from the same place, it could be the router issue.
