powercfg.cpl no power schemes available

Windows XP's power management program, powercfg.cpl, does not have any
power schemes in the drop down menu and I am unable to change any power
options or save a new scheme. Maybe the database for the power schemes
has become corrupted or something. Anyone have some information for me
about this? I tried reinstalling battery drivers and using this
program:

but nothing has worked. When i login as Administrator instead of my
normal admin account powercfg.cpl works fine.

I have posted the tail of a log from sysinternals.com's regmon here:

This part of the log shows the registry values being accessed by
powercfg.cpl when I start it and close powercfg.cpl. There are a lot of
Not Found messages so could this be a reason for powercfg.cpl not
loading any power schemes and not letting me change the power settings?
If so, then does anyone know how I could fix it such as by copying some
reg values from another account where powercfg.cpl works?

I fixed it. The problem was powercfg.cpl stores all the power scheme
settings in the registry at HKEY_CURRENT_USER\Control Panel\PowerCfg\
and it had become all screwwed up on my machine. To fix the corruption
I just exported HKEY_USERS\.DEFAULT\Control Panel\PowerCfg\ then
replaced every instance of HKEY_USERS\.DEFAULT\ with HKEY_CURRENT_USER\
in the exported .reg file. Then just import those settings and open
powercfg.cpl and its back to the default settings.
