They are trying to download windows updates, when they
start to install the updates an error comes up with you do
not have sufficient rights to download the program,
contact your systems administrator
I believe that it requires Admininstrative priviledges to install
updates. So, rather than give ADmin Rights to Power users (which I
don't think is possible), make the individual users Admininstrators.
