Power Options Not Accessible

For some unknown reason, double clicking on the 'Power Options' tab in
Control Panel appears to have absolutely no affect whatsoever as no box opens
at all.. does anyone know what might be the problem or how to work around
this if I want to change my power options on my laptop?

What happens if you go to Start | Run and type in powercfg.cpl, click ok.
Does it run?

are not Plug and Play or power management enabled. "
