Power off/Shut down

I have a Gateway Windows 2000 standalone workstation that
when you do a Start, Shutdown it will not complete the
shutdown. It will just go to a blank blue screen and sit
there until you manually power it off.

This Gateway is probably at least three years old, and no
service packs have been applied.

Any suggestions?
