Power Failure

I have a HP pavillion 8765c with XP pro. After power
failure it only makes it to blue screen with hp logo or
black screen with system info,where it says "entering
setup". The cdrom comes on but wont run disc and a
floppy wont run either. Help!!!

Many power failures are accompanied with a power spike that can destroy
electronic equipment!
