Postprocessing in Vuescan before PS?

Is there an advantage to post-processing an image in Vuescan before it
reaches Photoshop? For instance, is there any benefit to stretching the
histogram out near the edges in Vuescan? Can't the same thing be done as
effectively in PS at 16-bit?

If you clip the data via your scanning software, in practical terms you have
lost it and can't bring it back in Photoshop. That is why many people try
to extract as much data during the scanning process (even if it results in
flat scans) and then make corrections via 16 bit mode once in Photoshop.

Assuming that the scans aren't clipped, is there any benefit to correcting
the histogram before it reaches PS? In other words, if you have a really
flat, compressed scan, does fixing it in Vuescan offer any advantages over
PS?

There are some things photoshop can not do easily. One of those is a
sophisticated automatic white balance. Furthermore photoshop has a bug
in its levels adjustment that is still present in CS. For more info
