postal bar code on labels

I have office 2003 and am using Word and can put bar codes on envelopes but
when I go to do labels it will not let me check the option, it is not bold so
cannot even try to check it so it will add the postal bar codes, any ideas?

The label must be large enough for the barcode to fit. If it is not, the
option is disabled.

Word does not provide this option when it deems the labels too small to
include the bar code.

Further,

There is really no reason to place these on the envelope. If you notice, the
U.S.P.S. encodes the bar code to their specifications along the bottom edge.

If your goal is bulk mail rates, I would stop your research on the bar
codes, drop by your local post office and request a copy of Domestic Mail
Manual 200 Series.
