Photoshop will do it, Look under custom shapes. Sure you can do it with other programs too, Paint shop etc.

BTW, is Chris Imries Upload3r not about anymore? ( http://www.upload3r.com/index.php )

Shame, was good for fast free image hosting, i used it all the time.
