Post - SP4 - Apps will not funciton coorectly unless Domain Admin

Giganticly, huge, problem here. I've been working on it since Friday when I
aplies SP4 to my Citrix/TS and can't get it resolved.

When a normal user logs in and tries to open an app many of the buttons,
menus, etc. are missing. For instance. Opening Outlook and going to
Address book gets a blank list. Even the buttons are missing. When I
promote the user to DA everything is fine. The only error I get when the
normal user logs in is Event ID 1000 that reads:

Windows cannot access the registry information at
\\domain.com\SysVol\domain.com\Policies\{9120FF-874A-4792-821F-43D24B4C1B99}
\User\registry.pol with (5).

There is not one document on the web that refers to this error. When a DA
logs in there is no error. I've tried giving everyone full control of
sysvol but that did no good. Any ideas would be GREATLY appreciated.

It is a really annoying how many problems SP4 created. I am sorry i cant
help you ( don't know how your policys are designed og course ) Giacomo but
I just wanted to say that problems involving SP4 should have high priority.
I posted som messages about my roaming profiles system that stopped working
after applying SP4. The terminal server also stopped deleting cached user
profiles giving me a capasity problem on my server. I did the changes that
should solve the matter but it had no affect on my Terminal Server.And after
that the subject was dropped ( no more answers) - most annoying. Higher
security level by just setting new restrictions on the users "freedom" on
the server is rather arrogant to us who has made policys and had everything
working fine before SP4. So Microsoft! give us some help here!!
