Possible? I a user change a domain password from a non-domain Windows computer?

Is it possible for a remote user that uses the Windows VPN (has domain
credentials) to change their domain password, remotely, from a
computer that is not in the domain?
 
Sure, as long as they can resolve the domain name and can connect to a DC
without a firewall blocking the wrong things...

Have them press ctrl-alt-delete, type in the domain in question, their ID, their
old password, the new two password twice.

If it breaks it means

1. No name resolution
2. Something is blocking the request (firewall or router acls)
3. Wrong ID or password.
