Portscan detector

I would like to build a portscan detector in vb.net but I have no idea how
to start.

Can anybody give me any ideas on how to start, what kind of code to use?

I want to to the opposite, I want to detect portscans instead of scanning
myself.

Ooooh. Hmmm. Not sure that's possible with managed code. You really
need to get "in between" the OS and the network card (I think). I don't
know how you would do something like that in .NET.
