Porn dialer heaven

My friend was having problems with his email and his home page suddenly
started coming up labeled "about.blank".

I had him run Adaware and Spybot plus AVG and the Cleaner. Evidently, he
had not cleaned out the computer in 4 years and never used an anti-virus
program. After considerable cleaning of various porn dialers, LOP programs
and other undesirable things, he is still not able to get to his regular
home page, his email program says that the file "msoe.dll" is missing and
his tools tab on Internet Explorer is gone. When he first starts up IE, the
tool tab shows up briefly then disappears as soon as the blank page appears.
He is running Windows 98 but I wondered if anyone here could point me in the
right direction to find something that will help him fix his system. Does
anyone think that a reinstall of Internet Explorer would be of any help? He
had installed version 6 prior to all this happening.

Tell him to save his "can't live without" data and scan it with an up to
date AV program.

Then format all partitions and reinstall the operation system.
 
Agreed, sounds like the the operating system's just suffered too much.

Definitely want to backup important data to cd or a seperate hard drive and
have those files scanned in another computer with updated antivirus
definitions.

The operating system should be removed and a new one installed. If he's
happy with Windows 98, that's good but if the computer will support it, a
move to Windows XP might be an option.
