Why I still get the popup even though I have installed
google toolbar with "block popup" activated?

Use Netscape.
The latest version has the ability to block unsolicited pop-ups. You can even manage the pop-up blocker to allow pop-ups from sites that you trust.

Even the latest version of IE will have this ability. But pop-ups blockers generally dont block malware.
