Popups on foreground

We migrated to the windows xp platform on all client pc's. The problem we
encounter is that popups from different programs do not appear on the
foreground. Eg. In excel it happens that if you have an open worksheet and
you open another worksheet which is write-protected the popup appears
"behind" the open worksheet. Another example is that if you want to take over
the computer with pcanywhere. The popup appears not on the foreground but in
the taskbar. It is not happening all the time and on different pc's. Is there
someway change the behavior of popups?

That's a common XP problem. There's no cure, though there are a few
ways to set it right for awhile.

Thank you for youre quick response. The taskbar is not the problem. When I
click on the taskbar
the application like excel/pc anywhere start. My problem is that the popup
of those programs
appear in the taskbar or behind the excel sheet and I want the popup on the
foreground (no
place else).
