Popups galore after downloading security patch HELP!

Feb. 15 I downloaded just the "critical" updates for
Windows XP and IE. I declined all the others.

Immediately thereafter, I was bombarded with popup ads
that have Microsoft Internet Explorer in the blue space
at the top. Popup Stopper and Shoot the Messenger are
running but these are still getting through.

How the heck do I stop it and why the heck does Microsoft
slip these by us under the guise of "critical" patches?

If you still are having problems, the best thing to do is
get a better pop-up stopper. System Mechanic by iolo has
an excellent one. If one slips through, leave it open
then tell the pop-up stopper to add an open page (select
which one) and it will be no more. The best thing is you
can export your list and it comes already with tons and
tones of items.
