popup software

I have an internet cafe, and am looking for a very simple software,
not really a full internet cafe program, that would simply allow a
server to log-in workstations, start a timer, and allow us to log out
the user when done.
Also... i am looking for a freeware for poping up a short message.
something which you can see on web sites, using DHTML. idealy the
user could close the box, or it would close in five seconds by
itself.
When i search for it, i can only find 'popup blockers,' not the
popup program itself.

Has anyone seen these two programs?
