Popup Box on Send/Receive

I am intermittently getting an annoying popup when sending and receiving
Email. It does not happen all the time.

The box is the "Enter Network Password". The Server information, Username,
and password are always properly filled in. There is a checkbox for saving
the password. I can put a check in the save password box and it still pops
up the next time. My account setup is correct with the password filled in.

What condition triggers this popup? I have talked to Qwest, and they don't
know why it happens. It does not happen with any other pop server that I
use, other than Qwest.
