Pop UpDeleting files

I recieve a pop up message ever 90 sec. in my top left
hand corner of my screen saying, ebates.inf web
savingebates.inf, with a deleting bar going across the
pop up. also every 10 minutes a pop up says installation
not complete. This has been going on now for 2 months. My
anti Virus (NAV) does nothing with it. Can anyone help me?
 
Do a regedit and search for ebates.

Also windows search for ebates.inf

Did some one download a freebie from ebates.com ?

Such as signing up for coupons !!!
