pop up windows

I've tried turning off popup blocker and it doesn't help my problem. Any link
I click that opens in a new window opens a blank window that does nothing.
Any link I click that uses the window already open works fine. I don't think
I've changed anything recently. Is there a setting that can be changed? Is
there another fix?
