pop-up descriptions problem

When I hover over the shortcuts in my quicklaunch bar or
in windows explorer or in any other part of windows that
uses those little pop-up descriptions, it sometimes gives
the wrong description, sometimes of the icon next to it on
either side and has a black bar behind the description box
like something is screwed up. Anyone have any advice on
how to correct this? Thank you. If you email me, please

It sounds like there may be multiple problems here.

First, as far as the icons being messed up - you may want to try rebuilding
your icon cache. To do this:
- launch TweakUI (you can get it from:
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp)
- Go to "Repair" at the bottom of the list
- Use "Rebuild Icons"

Second - as far as the tooltips go - it sounds like you're experiencing some
sort of visual glitch, most likely caused by your graphics driver. Have you
tried updating it to the latest version?
