Description pop up window

When you hover over some desktop icons, system entry fields, and various
other fields a yellow tinted box opens up with either help or a
description. How can I eliminate this box or set the pop up delay to a
longer period (eg. don't pop up unless 5 second hover).

It's called a Balloon Tooltip and is limited as far as customizing goes. You can turn them off by applying the fix on the following website.

Disable Balloon Tips or Disable All (Row 11)

Disable All includes: Balloon Tips, Folder Contents Info Tips, Explorer
Pop-Ups, Show Info Tips, Start Menu and Notification Area.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

Use TweakUI and change the Hover timeout.

You can also change any of the InfoTips to what you want to say.
