How to disable pop-up descriptions for programs and icons
on taskbar and quick launch bar?
Disabling balloons does not work:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
\Explorer\Advanced
REG_DWORD value "EnableBalloonTips"="0"
This will not disable pop up descriptions, just balloons.
 
This is not easy and is probably something you should not attempt. It will require a Hex Editor and the knowledge of exactly which module the description resides. If I were you I would just get used to it. You can turn off pop-up descriptions for files on the advanced tab in folder options. You can turn off balloon tips by clicking the start\search\change preferences. Turn off the "highlight newly installed" programs by right clicking the start button then go>properties\start menu tab\customize button\advanced tab and uncheck the option. XP has so much of this it takes a long long time to eliminate it all. Good luck. {:~)
 
You can launch Folder Options (run: control folders)
Go to the View tab and uncheck "Show pop-up descriptions for folders and
desktop items"
