Pop-up Description Baloons

How do I turn off the Pop-up Description Baloons. I do not mean the Folder
and Desktop Pop-up Description Baloons, I mean all of them. They drive me
crazy. As I scan thru a document or anything else, the damn thing keeps
popping up. I mean right now, as I put my curser in this window, a pop-up
description pops up and tells me to "Enter your message" I hate these
things... HOW DO I TURN THEM OFF ?????????????
