Pop Up Comments

I want to be able to create Pop up Comments within a shee, so that when
a cell is created I can have a comment pop up to give instructions to
the user entering Data.

I've seen it done, but this one is getting to me and I can't figure it
out. Not even sure if it called a pop up comment or not.

Any help would be great.

The "pop up comments" can be set in the Input Message tab in the DV dialog
