pop up blocker

My internet explorer got corrupted and cant turn off pop up blocker. I
cant change internet security settings because it wont apply the new
config. It is a mess. Every time browsing it will block everithing so
I have to manually allow blocked content. I is very annoying. Would
remove and reinstall service pack 2 solve the problem?
If someone has a solution beside format my harddrive I'd like to hear
it.

What's the exact message as seen on the screen, and in which website? Is that site initiating a ActiveX control or just a pop-up window?

The messege is: "allowing activeX content such as script and activex
controll can be usefull, but active content might also harm your
computer. Are you sure you want to use this file to run active
content."

I alo did some testing too.
scenerio1; Pop up blocker tuned off.
I use http://start.shaw.ca/start/enca for my home page (I tried to set
www.msn.com for home page....made no difference)
the messege pop ups (written above)
if I keep searching without allow active content to run it will pop up
all the tiem on every page.
scenerio2; pop up blocket turned off
same results.
scenerio3; pop up blocker turned on
http://start.shaw.ca/start/enca added to allowed website
filter level low
same results

I'am also working on website with Macromedia MX and to view have to
click F12 to see in browser what I have done so far. The same thing
happens unless I keep IE open.
My other computer has the same setup (I mean the Pop up blocker turned
off and no problem. Thats why I thought IE got corrupted.
Can't win....lol
