Ok,
I'm not too familiar with Netscape 7, but assuming you have disabled popups
(preferences, Privacy and Security, Popup window Control -> Allow popups), you
may wish to talk to your ISP, EarthLink. I did a google search, and they have
taken and aggressive approach to disabling pop-up advertisements.

You may consider contacting them to see if they may have anything to do with
