Why does my pop-blocker keep turning itself off? I'm constantly having to
turn it back on.

1) Do you have Administrator permissions on your computer?

2) Are you subject to Group Policy?

3) Could you be infected with malware?

If you want help from me or anyone else in this group, you need to
provide enough information to make it possible to answer your question,
and you need to do it politely. Keep in mind that this is not Microsoft
support. It's a public newsgroup, and nobody has any obligation to
help you or even to care.

If you are subject to group policy, the policy may preclude you from
making certain changes to your computer. You are most likely to be
subject to group policy if this is a work computer under the
administration of your company's IT department.

If it's possible that you are infected with malware you need to remove it.
