How do I view a NT 4.0 Policy and a XP Pro Policy?
I need to compare two different policies.

What do you mean "Policy"? You can get to Group Policy Editor in XP Pro
by running gpedit.msc. I don't remember about NT 4.0 - if it isn't
gpedit, then try poledit.
