Policy for Background for all users

Hi Experts.
Need advice. I logged on to my DC and went start\run\gpedit.msc....I
inserted the settings under user config\administrative templates
\Desktop\Active Desktop and i enabled Active Desktop, I set the path
in c: for the jpg background and i enabled bitmap as well. However,
when i log off and log on again, the desktop background policy does
not take effect, can anyone advise if i have missed out anything....
Also, is there a way i can test this out on a few pcs instead of
applying the policy to all.........thanks, sorry if i sound a bit
silly but i believe this is the best way to learn.....

Yeah, but did you create a GPO in the First place (i.e user and assigned
yourself the Administrator privileges to be able for the settings to take
effects?.
If you have, did you logged as Admin and done the changes and change the
Background to another Pic to see if it really implemented or not?.

\run as per previous mail....i never create the GPO, How do i do this

You need to have Group of users assigned Permissions and you assign yourself
as Admin, having Full control and Unlimited Privileges.
