Is ther a way to force a policy to apply every time a machine/user logs on?

I have policies to stop services that don't need to be run, however users
can start the services and set them to "Automatic", I don't want to have to
restrict permissions to services, instead I would like the policy to
re-apply each time a machine is restarted without having to modify the GPO.

In Group Policy for computers within the scope of influence of the GPO go to
computer configuration/administrative templates/system/Group Policy and
enable "security policy processing" and select process even if policy has
not changed. For this or any setting always read the explaination for
