Pointer and bothersome window

Greetings:

There is a common question and one I can't solve.... My mouse, when I point
to an icon or a file etc. a bothersome window appears over important
information. Now some times this window is a pain and sometimes this window
is very helpful.

Is there a way to turn this window off when not needed? And then turn this
window back on when I need its input?
 
In my experience, you have to hover over a filename for an appreciable time
before this ScreenTip appears, and moving the mouse makes it go away. You
can disable the feature entirely in Windows Explorer: Tools | Folder Options
| View: "Show pop-up description for folder and desktop items."
