Point me in direction

I would like to write a task oriented bar (one similar to the MS Office
Shortcut bar) that would reside in a corner of the screen. Free floating bar
of functions, if you will. Would this be difficult, and could someone point
me in a direction that would help me to learn scripting for something like
this?

Oh, and it would be nice to be able to click a button and have a form drop
down from the bar.

Thanks Ken, i'll look over that page for a while and see what i can
understand from it. I'm relatively new to VB... so all of the assistance that
