Did you look in the Recycle ben they are may be still there and you can
restore them to their location.
Do a system restore to a date before this happened.

If no joy: Try Reinstall/Repair from the control panel, by click on the
Start Button >> Control Panel >> Add/Remove Programs and there click on Show
Updates and scroll down to IE and click on Change/Remove and select Repair.

Nass,

Sorry, there is nothing anymore in the Recylcle Bin. I already did that
System Restore but it also did not restore to the dates i have selected. As
what u said, I opened Control Panel, scrolled down and I cant find any IE so
that I can select Repair. What should I do further, Im really frustrated
already. Do I need to re format again my PC or what?

Mike in the Control Panel click on Add/Remove Programs and there you will see
square box like [ ] Show updates that up on the top check that and Hit
F5 on your keyBoard.
then Scroll down to locate IE program.

Restore the two files from the Recycle Bin.

Try this first:

How to Reinstall or Repair Internet Explorer and Outlook Express
http://support.microsoft.com/directory/article.asp?ID=KB;EN-US;Q318378

If that fails, try this:

How to Perform an In-Place Upgrade of Windows XP (Q315341)
http://support.microsoft.com/directory/article.asp?ID=KB;EN-US;Q315341&

A clean installation most definitely should not be necessary to resolve
this minor problem.

Guys,

Ialready did that sfc /scannow and it took a lot of time to finish but still
nothing happened. To be precise, i have now opened System Information of my
PC and under Internet Explorer - File Versions, the 2 dll files that are
labelled <File Missing> are :

iecont.dll
iecontlc.dll

I believe without these 2 missing dll's, my IE will never again work
properly, am I correct of not?

I'm just an average guy who knows a little bit about PC setups and I really
hope that by pressing 1 single wrong button would not add up more problems to
my PC.
I know that there is a solution to my problem somewhere out there, anyhow,
thanks in advance for helping me.
