Please help - how can I block program access?

I was to block all uses of programs that end in .dvb (NOTE: not exe) EXCEPT
for a few specified ones. How can this be done, if possible?

The only way I know that could be done is with Software Restriction Policies
that is available only in XP Pro. You would have to add .dvb to the
designated file types and then use path/hash/certificate rules to enforce
Software Restriction Policies. You will find it helpful to check the
application log for SRP evens when you are tweaking SRP. The link below
