Windows XP please help....Could not load PROSETGUImgrResource DLL?

"Could not load PROSETGUImgrResource DLL" is the message that comes up every time I log on how do i fix this?

Obviously This Program Is Listed In The Startup Group And Someone

Has Either Deleted The Selected File Or Moved It.go To Your Startup Configuation And Remove The Check Mark That Is Associated With This Missing File.
