Technically you do, but its the old Beta version thats expired, so it wont work or even open. So really you dont.

Ok, this is an easy fix. It's a setting in spybot.
Open spybot s&d. Click on the immunize icon. in the right panel, bottom is a box called Permenantly running bad download blocker for internet explorer. it is probably checked on, there is an option box with 3 options,
block all pages silently, display dialog when blocking,ask for blocking confirmation.

Select block all bad pages silently.

no more popups.
