play wav files on modem

I have a program that get's caller id through my US Robotics modem. If the
program recognizes specific phone numbers, it will play a message back to the
caller, ex. "please take me off your calling list as required by law." I
have it set to do this, and it will pick up after the specified number of
rings, but nothing is played on the line, all that happens is the line get's
picked up then disconnected. How can I either make sure my modem is voice
compatible, or make it voice compatible? Thanks
