Pivot Table Row/Column

I'm trying to create a pivot table with a fixed number of rows and columns.
I want the same row and column headings to show up in the pivot table even if
some of the categories don't have any values associated with them at that
particular time.

How can I do this?

Right click on the pivot table field, choose Field Settings and check the
box for "Show items with no data".

Thanks! That helped tremendously. But I have another problem. There's a
value that's in my row heading that should not be there (and I've verified
that it shouldn't be there--it was and then I deleted it). How do I remove
that header value?
 
What version of excel are you using? I am using 2002. I don't remember how
it worked in previous versions, but I know pivot tables have changed
recently. If there is a down arrow next to your field name drop it down and
uncheck the column you don't want to see. At least that's how it works for
me. Hope this helps.
