I just downloaded and tried this program "Pivot Stickfigure Animator"
(free- of course)from ...
http://www.snapfiles.com/get/stickfigure.html ... it lets someone
make and save animated figures (just in time for kids off school) ..
lets you put in background pictures and draw , animate , even resize
...
* note- running as limited user one must save in their My Documents
folder or else it might not let you save ........ (Win XP)

I came across an animated stick figure programme a couple
years ago called "tisfat". It may still be floating about on
the WWW somewhere.

I came across an animated stick figure programme a couple
years ago called "tisfat". It may still be floating about on
the WWW somewhere.
This Is Stick Figure Animation Theatre is the worlds' most easy to use
stick figure animation program available, with Fake Inverse Kinematics
and the options to export movies to AniGIF, AVI, or a custom format
with players for Windows, Linux and PocketPC

TISFAT is a new unique approach to stick figure animations. It is a
realtime editor for stick figure animations based on the theory of
tweening, thus saving the work of drawing every single frame of
animation like in ye-olde days with textbooks.

TISFAT works with keyframes, where you set different poses for the
stickmen (featuring inverse kinematics: you drag the arm, the body
follows), and then TISFAT calculates all the frames in-between.
