'Pin' Menu To Desktop?

Hi All,

We are currently writing a vb.net application which has a custom drawn menu
for navigation purposes.
We would like to 'pin' this menu to the desktop thereby decreasing the size
of the screen.workingarea (much like the office toolbar).
Is this possible using vb.net? and how?
