Pictures not downloaded to protect your privacy?

When receiving HTML e-mails, the pictures are blocked by outlook. It blocks
them - something to do with protecting my privacy? I can click the bar at
the top to allow them.

Is there a way to turn off the blocking, to always allow the pictures to be
downloaded?

What is the risk in doing this?

The risk of doing this is that junk email senders can backtrace if your
email address is alive.
