(Conny Magnussen), a long time alt.comp.freeware participant.
CoMa would be the right person to answer your post, but he will probably

I am not sure you should be talking about a framing plugin, though.
Picture Frames is a seperate feature of Paintshop Pro.
You can download PSP 6 picture frames from various places or look in the
PSP help file how to create custom picture frames.
CoMa's (Wayback Machine) web site does have links, but they are probably
dead (too old).
Googling for PSP picture frames should give plenty of results and
of course comp.graphics.apps.paint-shop-pro is a good place to ask.
