Picture details

In My Pictures > View > Choose Details I have checked the required details,
and arranged them in the required order. However, the new settings do not
take effect. I tried deselecting and reselecting the details, and rebooting.
The new settings are retained in the list, but do not apply. In Folder
Options > View I have checked "Remember each folder's settings", and there
are less than 400 folders.

Sounds like you have tried everything...but...
after clicking the "Apply To All Folders" button...
did you remember to click...Apply / OK?
