Photos --> slide show --- MPEG?

I have a photo slide show I'd like to burn onto DVD, and I'm currently using
Nero 6 for this project. However, Nero 6's slide show capability isn't quite
up to par for what I'm planning. I cannot navigate between the pictures with
the DVD remote's D-pad. I'm considering an alternate method, such as putting
my photos into an animated form...an MPEG.

Will Windows Movie Maker do this for me? If so, will I have control over
delays and transitions? From this point, I can burn the MPG onto DVD as a
regular video, and divide it into chapters to more easily navigate between
photos.

Any information is appreciated. Thanks!

Sure it does. One of the most favourite uses of Movie maker is to make
slideshow of still pictures.

To make your slideshow even greater consider applying Pans and Zooms over
your still pictures using my plugin (http://www.rehanfx.org/panzoom.htm) or
similar plugin by Pixelan.

If you aim to make pan zoom slideshows for sending over web consider getting
Photostory which comes with one of the Plus options as it makes much compact
files.
