You have apparently installed something that is starting with Windows
that requires another file. Some sort of automatic desktop picture
changing application perhaps? Only you can tell what you have starting
with Windows.
Go to Start>Run and type (without quotes) "msconfig" [enter]. This
brings up the System Configuration Utility. Look on the Startup tab and
find the probable culprit. Uncheck the box next to its name, Apply and
OK out. You don't need to restart immediately, but the next time you do
you'll get a dialog saying you've used the Utility. Just tick the box
that says in effect, "don't bother me about this again".
I don't know what you want to do with your configuration question.
AFAIK, Norton Antivirus does not include a popup blocker. Norton
Internet Security does. Look in the program's Help file for
instructions on setting it up. The Internet Explorer popup blocker that
comes with Service Pack 2 can be configured from the Tools menu.
You may want to have a knowledgeable friend or professional come and set
up your computer properly. It would make things easier for you and you
would be more comfortable with your computer. I'm not saying this to
hurt your feelings; this is just being practical.
