Photo upload stalls

I am currently unable to upload photos to anything--can't email them, can't
upload them to photo hosting sites or eBay. Regardless of the size of the
photo, the file transfer seems to stall at 96K. Needless to say, I recently
upgraded my OS and I didn't have this trouble with 98. I've tried three
different browsers and multiple websites with the same results, so I'm
positive the trouble is in the OS somewhere.
