Photo Editor in Office 2003?

I'm looking for Photo Editor in 2003 and it appears that this sub program was
removed? Why? Please let me know if I'm mistaken.

Without Photo Editor, copying and editing pictures in Office 2003 is
time-consuming and a lot more difficult as it required extra steps.

I thought the purpose of upgrading a program was to make it more
user-friendly!\
