Phantom Recycler

On a data drive I have a folder named Recycler (written in 2002) which
occupies 31.2 GB. It contains a number of subfolders with names
beginning S-1... Windows Explorer shows for each of the subfolders,
e.g. 7.41 GB, 20files.
But though I have Explorer set to show hidden files and folders and op
system files, I see nothing in them. If I press ShiftDelete on one I
get a message like "contains desktop.ini,are you sure?", which I
cancel.

What is the correct way of recovering the 31.2 GB?

I think I'd just back it up, format it, restore it. Fastest & easiest, IMO.
