phantom box

There is a white box on my desk top that I can resize it
but I CAN'T GET RID OF THE DAMN THING!
It either has no drag bar or close box or else they are
off the top of the screen and out of reach. HOW DO I GET
RID OF IT?!!
 
Try clicking on it and pressing ALT+F4 that is the default close key
combination.
